Yeah I'm not sure either. He might if the one-candidate elections prior to 2014 are regarded as irrelevant under the new constitution. If he is ineligible, nothing is stopping him from becoming Prime Minister and waiting until the next presidential election, like Putin does with Russia. The constitution only bars more than two consecutive terms, you're allowed to run more if you take one term off.
