True but still couldn't cover up the flaws. Direction and animation quality were pissed poor as well Everything up till the snowboarding part is terrible. I also find it extremely stupid how the kidnapped kid doesn't realize she is human and diff from the rats until the plot needed her to die.

I agree the main characters were bland and behaved pretty much in whatever way was convenient at the time, but the story is largelly about the world, and it is in the construction of the world where the author knits all the criticisms he has for social norms and human nature in general. The characters exist to provide a camera to the world and to generate pathos at certain points.
I can see why people who like character driven stories would dislike the show, but they are people who wouldn't be impressed either by things like Well's Time Machine, Orwell's Animal Farm and Huxley's Brave New World, pretty clearly the main sources of inspiration of the story.

I would actually disagree completely. The first two acts were by far the best parts of the series. It is just world building and establishing characters, but it some of the best world building science fiction anime has to offer. There's a good amount of science to made up piece of fiction. The world feels pretty drastically different on the surface, but in truth its quite similar to our own society. Its a great example of how science fiction should be constructed. Too often do we get a story that simply try to create a world that interesting, different, futuristic or whatever, but once you get past the fact that it might be obtainable someday, its no different from say a fantasy story.
As for the characters, this user puts it nicely.> they exist to provide a camera to the world and to generate pathos at certain points. This is what characters should be. I feel like someone who enjoys characters driven shows should enjoy this. Saki is a great character even as a stand alone. But everyone else exhibits very human qualities as well. Especially when you look at them as a group, you get a very genuine response to the themes each arc brings up
I actually think the 3rd part is the weakest because a lot of the world building and to a smaller extent the characters are put on the back burner for the sake of proceeding with the overarching plot.
