Perhaps substance was a poor choice of words, one dimensional would be better.
A good op should be expected to inform people about the themes of what the anime is about. It should show off the characters in a manner that conveys who they are and what their purpose to the story is. Izetta's op is little more than a series of action shots. It does show off the characters, but not in a way that sufficiently conveys who they are. It says to expect nothing more than people fighting and doesn't hint to any more depth than that.
Lacking substance would adequately describe the drifters OP though

I for one happen to believe the anime is one-upping the manga so far though, it seems much better paced and the action sequences benefit greatly from the chemistry this director has with Hirano's style, same guy who directed Hellsing Ultimate unsurprisingly.
