That's sort of the whole point. The argument is based on the false premise that man can be "principled" enough to be separated from the insatiable lust for power, such that he won't inevitably betray his fellow countrymen in the process. Communists follow this same dogma, just at a more universalized perspective.

Even if we set that aside for a moment and assume the leader is morally pure, it is extremely unlikely that he will be able to make decisions in his country's best interests in the first place. The larger the state, the worse the problem of economic calculation becomes, the harder it is to do anything in anyone's best interest, including the leaders.
