You can see in the manga she's clearly uninterested in the beta kind and calls them loners, nerds and stuff. In the later volumes, she doesn't feel threatened or flustered by being with a beta as she does with the good looking ones. Tomoko would most likely reject that kind of guy and call him a creep.
