Yes, normally their plague season begins mid wet season, its happened before rain season so it will likely get even worse because of the wet season thats beginning at the moment.
R-naught, sorry I misspelled it. Anyway the R-naught is the basic reproduction number, it is the rate at which each primary case causes a secondary case. Say a person has the plague, if its an R-7, that one person will infect 7 other people. The R-naught will change over the lifetime of the epidemic, the number is used in calculating things like the epidemic curve and the real reproductive rate, its the basic measure for basically all calculations about how the plague behaves.
