President Obama wanted some sort of stabilization plan, but that failed and resulted in the loss of many villages and towns. President Trump isn't even putting in half of the effort that President Obama laid out. The Troop presence in Afghanistan is going to peak at about 10,000 soldiers, compare this with President Obama whom had about 250,000 troops stationed in Afghanistan at one point and he was criticized for not sending enough. Afghanistan is and has been a lost cause since the Soviet invasion back in the '80s. The only thing that will save Afghanistan is the Afghan people and they do not care to save their country or their fellows.
