Using Mystic Gohan as a benchmark doesn't really work since they used God Ki as a soft reset for the franchise and they purposefully made a divide between God Ki users and mortals.

Goku having God Ki even at base is exactly what Beyond God is about you stupid fuck. Goku at Base is stronger than SSJ3 Gotenks and Ultimate Gohan.
Yet in the manga, Trunks, a failure who couldn't even fight the Androids before going to the past, somehow managed to surpass SSJ3 Gotenks, Ultimate Gohan and bevome stronger than a SSJ3 with God Ki, at only SSJ2 and no God Ki.
And Frieza didn't have God Ki either, he just trained and became strong as shit, strong enough to match the gods.
