Silver is a form of blonde. Blonde is light hair, i.e. it is depigmented hair.

Both blonde hair and blue eyes are a result of depigmentation. Essentially everyone has blue eyes, just with a layer of melanin which protects it from sun damage, and it's the same with hair.
