Sup Forums uses cloudflare, so I'm not sure how their distribution model works. But I think (just an educated guess) international users would be fine, while US users would get fucked hard unless Sup Forums pays more for bandwidth.

Sup Forums gets half of its traffic from the US, so the site overall would get worse. It'd be like the days when Sup Forums was running on absolutely garbage tier servers.

If they just went after the people hogging all the bandwidth when NN is gone, then yeah it'd be fine. If the tiered internet is as bad as everyone is fearmongering (like Sup Forums being inaccessible), they'd still lock it behind a paywall for the sake of profit.
Realistically, the ISP's will probalby just throttle/add in a tiered charge for the big streaming services. I imagine they'd lower the cost for the rest of the internet as a result, but you never know.

Netflix is already big enough that it won't be affected by this.

They have servers INSIDE the ISPs networks, which means they pay nothing for the bandwidth outside of the initial burst from their central server.

The ones that are going to be harmed are small content providers and people who would compete with the big guys.

Only way to solve this entire waterfall of piss is to start rapidly building out infrastructure and making it easier for new ISP enter the market by making regulations that allow it. Possible government support in building it out and tax breaks for new ISP. In our land of eternal depression we have enough providers to keep price low. 50Mbit no datacap and no throttling up & down, cable and telephone with unlimited calls for 25€. Proper infrastructure and amount of providers (I can count 5 on top of my hat), keep the price low.

When I think about it, "small guys" might have to host their own platforms on a CDN or something. Even then, I'm not sure how much congestion one small studio could make. How much (worthwhile) content can a small operation actually make? "Content producers" will actually have to do more than let their milkers hang out while they badly play League of Legends for 4 hours at 1080p for $30 of cuck donations.
