Military providers were socked with party members (ñoquis) who had no experience and did no real work. The almost entirety of their budget went to pay these people's salaries.
At one point the FMA tasked with building the Pucara had 90% of "administrative" employees and 10% of actual engineers. Failed to meet every single one of their stated goals.

It's would be barely worth it for Britain to register an official complaint and certainly not worth it to sink a sub.
