It's the idea that the government has the ability to solve near any problem simply by creating a law that says it will be fixed, by doing x y and z, or just saying this won't happen anymore or else. Of course that's not how problems are solved.

Arbitrary decisions made without any serious consideration for the consequences of that decision won't solve the problem, instead they only create more problems. Hence things like the drug war.
