This is referring to the very earliest congregation of Hebrews who followed Christ, before they were even known as Christians. These people entered into this community willingly, and did not enforce their will on others. They did preach the word of Christ and attempted to convert others, but they never violently forced their will onto others. This is the important distinction between them and communists.
