I dont mean "weak, but has a strong power" (MHA, Naruto, etc). I mean a mc who's power is really bottom of the barrel and they have to fight against top-tier superpower people without receiving upgrades

I mean yeah the main character can neutralize other characters powers but its still shit since his hand needs to be in contact.

If you mean an MC that starts out weak/average but gets a lot better through training, then yeah. But I can't think of an MC that stays shitty throughout the series. Not only would it be less interesting to watch, but it would also not make any sense for him to survive for more than a volume or two.
