Rod Reiss claims you need that royal blood to properly use the coordinate power. There's nothing confirmed but a popular theory is the only reason Eren was able to use the power was because he touched a person of royalty (Diana). That's the only time he's been able to manifest it.

It certainly makes sense but I don't see it stated in any of the recent chapters.
