For something like that fill in with black and clone-stamp until the white space is filled. Redrawing is annoying and I can never do it properly but just focus on making it look like there's something there. For lines use the pen tool with a blank fill and black stroke. Trick has saved me many times. Clone stamp is your best friend.

59 was still in quite shitty condition though. Can't just remove all the dusts without making the page bleak af since the raw quality was so bad. If some typesetter user here got any advice it certainly will be appreciated.
