However you cannot find flourine radicals or flourine molecules in the water supply as those are ridiculously reactive.
Flourine radicals are ridiculously reactive, therefore they don't exist in a meaningful way at normal conditions.
Flourine molecules are comparable to peroxides, so they'll readily dissociate and form two flourine radicals.

Elemental flourine is not found in the water supply, it is solvatized as Flouride, which again has a noble gas-like electron configuration and is rather stable and nonreactive.

All molecules have noble gas-like electron configurations. That means all molecules are stable and non reactive.

Let's get back to the important part of Aqua being a subtle and cute nod to fans of fluoridated water.

And that statement is also not true, a molecule doesn't have atom-like orbitals. Now using a more simple model you can argue that all atoms in a molecule have noble gas-like configurations, but that's an extreme simplification of the quantum mechanics behind nuclear bonding.

Not to mention that there are many molecules that will readily dissociate, the F2 molecule is a wonderful example thereof.
