You're taking spur of the moment stuff he says in interviews way too seriously. He sees the story boards, redraws them if necessary and even adds some dialogue to the manga. If SSJ God's return were an issue, he'd have done something about it.

If he didn't do it it's literally less important to him than the design of the nameless planet.

In fact, considering how we now have an example of Toei cutting a form just because Toriyama didn't design it, even though he said the form existed - maybe SSJ God was cut from the anime just because there was no Toriyama design for SSJ God Goku in the Whis Gi.

The anime added some special abilities to it, but power-wise, it was said to be on par with SSJ1 Goku with God Ki absorbed by the time it ran out, so SSJ2, SSJ3 and obviously SSJ Blue would all be significantly stronger than it.
