This shit is still going on? I haven't read Murata OPM in a while because it's just bogged down with stupid filler fights. ONEs OPM was never this fight focused, and when it was it was plot progressing fights.

If he wants to pad chapters to keep from catching up, pad the actual important fights in the series with the heroes

You're interpreting those fights wrong. With Boros, Saitama gives him one chance after his armor breaks to see if he's legit, and Boros fails; the whole rest of the fight is just Saitama letting Boros hit him uselessly because Saitama recognizes that Boros is the same as him. Saitama is doing what he wishes someone would do for him.

With Garou, Saitama thinks he is literally playing with Garou, like little kids. Note how Saitama sees through Garou leaving the S-ranks alive, "isn't the point that there's no point", "he can keep going!", etc. This is spelled out specifically with the panel of them as kids in a sandbox, and in how Garou reacts when he realizes how Saitama sees their fight at the end.

I guess:

Meh. Everything involving Saitama himself is so boring. He'll just stand around, bored and unimpressed in every single occasion. His only use is to finally get to the scene after every other hero has been defeated. This tournament arc is a waste of time.

We won't. The monster dude will interrupt just in time. Suiryu will then become a recurring character like Sonic. His story will be that his fight with Saitama never concludes and we never get to see his full strength. He'll show up whenever One needs filler material. It's a gag after all, the author is going to go all in.

There's a theme to these names. Even Bakuzan's "Dark Hell Assassination Fist" had a theme to it, despite how simple sounding the moves were, and that was how they brutally targeted and destroyed the vitals.

Also this character is a good addition to the story. All of the villains are foils to Saitama's way of thinking, in the literary sense; this guy's thing is he's saying what a lot of readers do, "dude, you could actually live a much happier life if you're that strong". Saitama's rebuttal will be further character development for him/insight into his ideology.
