I think even the most jaded people would try to prevent Emilia's death in Subaru's shoes. I don't think something like a bystander effect applies, at least if someone ends up befriending the person who needs help beforehand. Konosuba is comedy fantasy but its world is about as or even more fucked up than Re:Zero's world. Would he be able to beat the Mobile Fortress Destroyer? If he left the noob city would he and the party be able to handle the stronger threats out there? Aqua is kind of like a safety net but Subaru isn't the charismatic/magnetic hero that Kazuma is. Most of his successes and relationships are built on him having prior experience with other people or the situations at hand. Without Return By Zero he's not that impressive of a guy, honestly.

And KonoSuba has RPG-like mechanics but it's still a really shitty place to live.
