So looking at Volume 11, looks like Arc 4 is going to be like 5 volumes. I understand lots of unnecessary fluff being cut, but how the hell did the thing end up even shorter than arc 3? Were the novels really slow during 3 or something.

Re:Zero is not a parody like Konosuba, but its not Berserk levels of serious. People play up the "oh subaru suffers so much" but he comes back anyway so who fucking cares? No one important died (for real) throughout the entire anime.
Subaru continues to sperg his way through everything essentially through trial and error. If you actually judge the series from what happens, its no more serious than, say, O;9 or Trickster or any other C-list anime that airs. Its fans just want to be serious so they go on and on and on about how Subaru "suffers so deeply" but its just words on a page that get retconned by his superpower anyway so its irrelevant.

Did you want a serious reply? It's actually pretty subjective as it makes or breaks the show but the conflict ultimately his own personal struggle not what's happening around him. You're coming at it from the wrong angle like the people who think the show is trying to make Subaru out to be a regular fantasy hero and claim he only begged for help (no shit.)
It'll probably still be 6 volumes. Most of the fluff in arc 4 is in the first 1/3 or so (and a bit towards the end) so I doubt the remaining volumes will be going as super-fast as 10/11 did.
Also arc 3 did have fewer WN chapters adapted per volume (average ~12-15) compared to the others (~20-25), so I guess it was comparatively 'slower' in that regard too.

On top of that we also shouldn't exclude the possibility that Tappei adds new "non fluff" content which can extend the length as well. I mean it's been what; 2 years since he wrote Arc 4 as a WN? I'm sure the man came up with new stuff along the way that he wants to foreshadow or implement earlier into the story.
Pretty likely, the scene with Petra accompanying Subaru to see Rem was new.

The scene with Subaru adressing the witches and thanking then was really nice, especially how some of then jumped to his Aid based on their ideals. Seems Camilla takes love very seriously.

11 arcs is what he has planned NOW. But there's nothing stopping him from trying to add even more if necessary.
Plus, while Emilia may be his favorite, his story is already set, so it's not like he's going to push stuff so she wins or something like that. With the new chapter it's pretty clear Subaru and Satella have a past together, and Subaru has no clue at all how that is even possible. As much as i'd like Rem to win, i think a Satella ending may be even more possible, or maybe a tragic ending where nobody truly wins.
