Bite the Dust has some pretty legit weaknesses, especially when you don't have the time to find out how it actually works.

He wasn't effective, but he had a lot of luck and a literal guardian angel, which made him fearsome.
I would have liked if Araki played the mistery surrounding him a little more, make their chase of Kira a little more like a detective/noir stand story, because Kira's forte and main motivation was hiding it.
I liked his final fight more than Dio's final fight, but to be fair Dio's fight was overall better. If you compare him with Pucci, Valentine and Diego he doesn't shine that much in his final fight, but invisible bombs were sick.
Kira only lost because he had to face Hayato, an even bigger autist and ballsiest JoJo character ever. I wish he were in Jojolion.

Saving Okuyasu after he'd been vaporised was a massive arsepull but it made me feel better than giving Kira a good villain point would have.
He could've killed Jotaro or Koichi in Sheer Heart Attack. It's not like either of them did much after that anyway (well, ignoring later parts at least).
And I fucking love Okuyau's asspull revival, no way would I want to take that out.

His stand might not be as OP as other villain stands (apart from Bites the Dust which has major flaws like leaving him defenseless) but he was good at playing hide and seek.
Have Kira kill Koichi and then instead of him stopping Kira's hand from activating BtD, it's Okuyasu.
And then have Okuyasu also be the one that starts part 5.
Would have been hilarious if he had knocked up Shinobu before he died and the child inherited Killer Queen.

Considering he has no great ambition and simply wishes to lead a calm life while murdering woman he is fairly terrifying since he wouldn't be making people go after him normally.
His powers are fairly good too. If you don't know how the stand works, a single punch barrage is enough to fuck you over if he touches you with his right hand, and if that's not enough bite the dust can be used to reverse time and allow him a chance to counter what happens. Assuming there is a normal person nearby for him to use.
Sheer heart attack is also extremely dangerous. Some stands could probably stop it like Koichi's but most don't seem to fit the criteria to do so.

The only reason Jotaro and Koichi were able to figure out its weaknesses were because of timestop, sheer luck with finding out that it tracks heat, and Echoes leveling up in time to make a hard counter.
Without a way of immobilizing it, it really has no weakness.

If it was hot enough that the pavement was over body temperature then SHA would basically nuke Morioh's road infrastructure because it doesn't stop until it kills a human.
Although given the intelligence of background characters in Jojo, someone would probably drive straight down that road that's exploding towards them and end it early.

If there weren't other stand users in Morioh, then literally no one could stop him or even have any reason to. At least every other villain leaves evidence behind when they kill people. With Kira, no one even knows that anyone's been murdered.
I really like Kira as a villain because he's just got so much style. The way he nonchalantly blows up that one dude from the train was great. So casually, effortlessly. I like part 4 in general the most so far (reading part 5 now), even though there was so much wasted potential in it.
Shigechi was an incredibly popular character in Japan when P4 first debuted, kinda invalidates the 'no one cares about him' argument

It's just that 3 of the main cast of DiU could hard-counter it (Josuke, Okuyasu, Koichi), and 1 of them can soft-counter it (Jotaro)

He's the best written villain so far and by a lot. He's not some buff powerlevel supervillain, he's a regular guy who gets a ton of screentime dedicated to showing his personality and quirks. He's the only villain without an ambiguous world dominate goal too.

He was weak compared to other villains in terms of power level only. When it comes to being a good villain, I'd put him in the top three of all the main antagonists.

It's a little disconcerting how Araki could write such a good serial killer. Everything from his little idiosyncrasies, his way of speech, his outward charm while at the same time being a disgusting individual on the inside. He's just a good fucking villain, by any measure.

Because its goal is to hide Kira's identity. If the others had learned through a witness or something that someone exploded after talking to Hayato, they could use that to infer he's linked to Kira. Looping and then blowing up the person out of nowhere because fate removes all visibile ties to Kira.
Probably so that it's more difficult to make the connections between Kira, the one possessing BtD, and the victims investigating Kira.
Think of it this way, if it didn't reset time, observers would notice that these explosions are centered around Hayato and might be able to work around it. Once time is reset, the explosions are technically random, they just happen with no provocation regardless if Hayato is there or not.
I mean, there are probably better methods that are less bonkers than time looping, but it's cool so whatever
