Anyone who thinks homura did what she did with these intentions has missed the point of the most important scene in the movie. In the lily fields homura asks a memoryless madoka what she thinks about her duty as a mahou shoujo, madoka replies that she never wanted to be anyone's savior, fears she can't live up to the responsibility, and that she just wanted a normal life. This is the moment of realization for homura as we cut to a closeup of her uttering a gasp, since this madoka doesn't have her memories, she should be closest to what madoka really wanted without any influence from the role of god thrust upon her. Homura interprets madoka's words as her desire for a normal life instead of simple lack of self confidence (a perfectly reasonable interpretation given the circumstances) and the ending is the result of this.

It seems like they want to make more, but it's like they are afraid to do it. As if the most popular character would inevitably have to pay the piper.

Life is complex. You can be considered selfish for putting the ones who favor over all else. And you can act for many people and still be considered selfish for doing it at the expense of a few.

The QBs force something on a few that benefits countless more. The few understandably are upset about this and Madoka makes a compromise for the sake of her own. But the nature of a compromise is there is still loss: the QBs and the universe lose the more efficient source of energy, Madoka loses her old existence, and her loved ones lose.

Homura is one of them. She too wants to make things right. Is putting Madoka before everything wrong? Arguably. She'll even oppose her will as well. But it's from the heart. She's provided Madoka a happy earthly existence and arguably the other magical girls as well. QBs got fucked but is it wrong to have them taste what they're putting on others? But Homura still comes off a loser, apparently of her sanity and how she still views herself as a devil.

Wait...I watched this as it aired and I didn't think she was a lesbian. I didn't get those vibes at all, more like beloved girl best friend vibes.

Desires can conflict. Few would readily say they'd leave their loved ones. However a situation can beg it. Madoka is in such a situation and frankly she got to be helpful like she wanted. It's not perfect but nothing will be.

Homura created the 'right' circumstances but still found things wouldn't work out so easily.

What Homura feels for Madoka is definitely deeper than friendship or at least different.

Love is a spectrum and expresses itself based on the context. You can think of Red as passion and lust, purple on the other end as selfless charity, and the middle greens and yellows as friendliness and kinship.
