This indictment tells us: he talked 1) to the Russians about US government sanctions they were levying against Russia mainly for their involvement in our elections 2) admitting that he had discussions with the Russians about blocking a UN resolution that was opposed to Israel.
He was discussing taking action, two different foreign policy actions counter to policy. Kushner was involved in both of those policies: as we remember that meeting at Trump Tower was about Russian sanctions.
The second item, we know Jared Kushner was questioned about what conversations he had with officials and what he did in New York with regard to the resolutions. The US government position at the time was to abstain.
The Trump administration was in violation of the Logan Act.
