Lelouch being a villain was all revealed to the viewer though, it was more like the whole world just picked the wrong side. Yuji was a good villain-twist for anime-only viewing but I have heard that was simply because S2 was so bad and left out so much otherwise it would have been the same as Lelouch.

His solution was ultimately the best for everyone involved and the ones he sided with were the ones seeking the peaceful and good answer to the main conflict. I would say that was the outcome but not the necessarily the intention of Bal Masque. Right up until the end Bel Peol was just planning for an Earth 2.0 with infinite resources cheat enabled.

While killing convicts and rapists is something that can be empathized in an idealistic way it's not a 'good' thing, which is what was illustrated in Death Note. Best of intentions and all that.
