So after doing a bit of research I found out it's from the World Almanac. They didn't took data during the war and estimated. In 1948 they simply copied the 1847 digit.
In 1949 they listed 11.266.600 which is almost 4.5 million less than their 15.748.091 number for world wide jews in 1941.

German camps were divided. It wasn't always just a labour camp or a killing center. Sometimes they'd divide camps into sections for labour & concentration camps. Auswitch is the prime example of this. That being said, camps transitioned into death camps alternatively concentration camps over time.
