Nobody at Wille says anything about blaming him for 3I, Ritsuko and Misato are careful to distinguish it from N3I and it's not in their explanation for the choker. Rules of Drama. Its just a simple reality of the visual mediums. Dialogue isnt interesting, and resolving powerful drama through dialogue isnt visually appealing nor is it exciting.
See, a crutch of bad writers is to make situations actually in reality -small-, so neither side is a bad guy or truly an asshole, but they take misunderstandings and lack of communication to EXPLODE such things out of proportion.That way no one's a bad guy, and it's just "OH, no! Misunderstandings!'
The problem is that yes, these things could EASILY resolve themselves with dialogue.
But we're in an age where dialogue for 10 minutes and a heartfelt hug is boring for a ending.
