Both pistols and long-rifles have my interest, I mainly want one for home defense as I live in cuckold Los Angeles, however I will be going to the gunrange to practice for fun.

A rifle or a shotgun is your best bet, if you want it for home defense, a shotgun is the way to go. You can get a shotgun for around $300 no problem. Load it with BIRD shot for home defense, NOT buck. With your leftover $400 get a Taurus 9mm (assuming they are on the schedule).

Do not get a fucking SKS for home defense. With 700 dollars you can get a nice , new handgun of your choice, check out barretta, Sig, Smith and Wesson M&P, and Ruger LCP. Shoot at the range and see which one fits your ergonomics before buying one

California also makes it hard to order ammo online soon. so getting your nice 9mm defensive stuff will be hard.

an 8rnd .45 acp that is still legal to buy and under around 400 is a good buy for a noob in cali.

Commiefornia complicates things. You have to think about eventual gun grabbing, so no AR style gun. For home defense (are you even allowed to defend your home?) I think a Mossberg 500 and some 8-pellet LE (law enforcement low recoil) shells. If you were thinking handgun, I say a Ruger GP100 4" barrel (double action six shooter) loaded with 38 special (I like wad cutters myself). The Ruger is heavy and it shoots .38 special like a .22 (very low felt recoil). After a few trips to the range the trigger gets like butter. Plus it will take log time before they ban wheel-guns and shotguns. They have to ban ARs first, then all centerfire semi-auto rifles, then semi-auto handguns, then semi-auto shotguns. I think bolt action rifles, pump action rifles, revolvers, and .22s will be safe for a long time though.
pay special attention to the expiration date.
probably a good semi-auto shotgun with an 18 inch barrel. grab a velcro sidesaddle, a sling, and find a good way to mount a light.
you'll look like a goof at the range with a shotgun (most indoor ranges won't let you use it with certain types of shot), but get competent with firing it. get fast at reloading it. get fast at reloading it under stress ( do as many jumping jacks as you can physically bear then practice reloading with dummy rounds). get competent and clearing malfunctions.
but yourself some good buckshot and you'll have yourself one of the most destructive small arms weapons a man can own.

I would second an SKS or a good shotgun, but NOT a new 870. Go Mossberg 500/590 or a nice semi auto but stay away from new Remington. Both are in your price range and are more likely to incapacitate a home invader than a pistol.
Although if you're in a more urban area a shotgun should be your go to. Less chance of the rounds overpenetrating if you use buckshot vs 7.62x39. Most importantly, Train, Train, Train. Be the best you can be with your gun, whatever it is.

$700 will get you a high quality firearm. The only stuff you can't afford on that are fancy guns with limited practical use or meme guns you recognize from call of duty or battlefield.
If it's for defense, I say get a subcompact handgun. Something small but with a double stack magazine, like a glock 30 (.45) or the glock 20-something that's the 9mm version. It'll cost you somewhere in the neighborhood of $600-$650

Find a used glock 17. They can be found in the 400-500 range around commiefornia but you will also always have take into account a variety of fees and taxes, which generally adds $100 to any firearm puchase.
You will also need to buy cleaning supplies and a case of ammo. Ideally you would have more than a few cases but that's really up to you.
Up your gun budget to 1.2k or more and you should be able to buy all these things before ammo prices start climbing next year.

Well an AR with the right ammunition penetrates significantly less than 7.62x39, but it's dependent on several factors and not worth your time to bother with.
Also, don't be afraid of a 20 gauge if you're smaller than the average bear. You can still find plenty of 20 gauge loads and it's still going to be extremely effective on your target.

It really isn't. Buying 7.62x39 brass is hard to come by compared to other calibers. California will require background checks on every ammo purchase starting Jan 1st 2018. You want to get a round that is easy to come by and can be reloaded if things get dire.

Glock neutered 10 round magazines don't reliably feed hollowpoints. This makes them a bad option for CA residents.
The best choices for an on roster, defensive handgun under $700 in CA are:

>Beretta 92
>Sig SP2022
>Glock 26 (10 rounds is standard capacity so the mags will work normally)
Other options that are OK:

Glocks are pretty good. I miss my G17. It's a solid shooter and I like the reset very much. The trigger takes some practice to master and it can discourage a new shooter. As to defense, 9mm is fine though I'm sure I will be told that I'm a cuck and need 45 big bore only.

I second this. A mosin-nagant may not be the most practical for home defense or to carry anywhere, but as an overall rifle it's very reliable, cheap, and simple.

Glock 22, it's a .40 cal, packs a punch, you can get it for less than 700, either that or an M14 .308 semi auto magazine fed rifle. Second one can go pretty high, but you can get it used for around that I imagine.
