You need to max out your special attack gauge during the fight and reduce the enemy's health before you can use your ultimate attack.

Using the most powerful moves works either way, if you do it early and it hits, you'll be in better shape and can wail on him more easily.

Slowly weakening him and using him may finish him off, but you may also by a little fucked so you would not pull it off as strong.

This. I never got why people complaint like OP did about that. Especially if it's a secret move the opponent is not aware, having in peak condition of the body and mind will only facilitate in any possible dodging or bullshiting in general.

This. If you don't know your opponents defensive, evasive and healing capacities, using a super move early could be ineffective

Best way to use a super move is after you think the chances of it hitting and defeating the enemy are the highest
