Whose fault is that? Education begins at home. I'm American and my mother was a math teacher - Algebra and remedial math. Remedial is things like basic multiplication, decimals and fractions for high school juniors and seniors who are too fucking stupid to get even the simplest concepts down. Her classes were almost entirely brown. She went out of her way for 30+ years doing everything she could to teach those retards simple math skills, like subtraction and division. Even so slightly more than half passed, and those that did usually had C's. Blacks have no one to blame but themselves for their situation. The problem is black culture.

Silicon Valley is not short on a competent workforce. Is short on a competent and cheap workforce.
In the last two decades the IT bullshit expanded like crazy with the come to power of monsters like google, facebook and the consolidation of other monsters like Oracle and Intel.
But... It's not like you can have a rapid expansion indefinitely. At some point is going to decelerate. So, a lot of investors are butthurt that they can't cash out on the goose of golden eggs like they used to do.
And because innovation is not something that you cant throw resources like madman and guarantee it's results they are trying to keep they revenues cheapening the cost of their workforce. It's not good for any industry that the heart of your product if in the hands of 30, 20 or 10 autistis that start getting more and more aggresive on they salary and demands. In theory if they can increase the pool of competent workers of the sector, they can push the salaries down. So the are basically searching for the holy grail, the philosopher stone, the silver bullet to change the trend and make women and racial minorities competent in the most intelectually demanding areas of the IT industry.
Why women and minorities? Because they are easier to lobby through international initiatives and government programs. You can't lobby "i-don't-want-to-pay-better-salaries-so-please-use-government-money-to-create-more-competent-computer-scientists".

I do agree with this to an extent though. Most black people in the US don't do so well at home and are over represented in things like crime, single parent households and out of wedlock birth.
They didn't create these problems themselves. A lot of shit has happened to get to this point. Jim crow laws for example, only 60 years ago. People living under those laws are still alive today. The segregation that arose due to these laws is still somewhat there today. Its not that easy to just pick up and leave and its why we see these ghettos in places like baltimore and detroit.
