AMD went with ARM Trustzone for Zen. It's a little arm core with OoB capability and some nifty virtualization capabilities. The same chip is in most mobile phones.
Some or most of the Intel ME versions have a "high assurance platform" bit which if set disables the ME after boot. HAP is basically the NSA demanding that the ME be disabled for their purposes.
