I think it can be condensed into 3 basic bullet points.
1. Dismantle the welfare state and stop incentivizing single motherhood. This should stop white women from procreating with black men and white trash almost immediately. The moment they can no longer sustain a decent lifestyle through taxpayer funded resources they'll start making better decisions with their vaginas (i.e. picking better mates), or they'll get abortions. But long term economic reforms with stable growth projections.
