There are exchanges with varying levels of verification which can offer that if youre on a high-tier one. Even if not, you can get exchanges which require only phone verification that allow daily withdrawals of up to 2BTC (20k+).

Not that you'd want to keep large amounts of money on exchanges anyway. You'd ideally keep it on an external wallet, which you're free to cash out as much as you like from.
