When the CBO calculated it would add to the deficit they did two things
1. Used Obama's 1.5% GDP growth rate to calculate revenue income. Trump's already at 3.3% GDP growth
2. Refused to calculate any growth created FROM the tax cuts, citing "time constraints" from not allowing them to do so. It's right on page two of the CBO report PDF file. Check for yourself, bottom of page 2. cbo.gov
A surplus will be created after economic activity explodes.
