This happens everytime we have an empire, it is developed in the warm period, and it collapses under stresses of the cold period if in a temperate zone, or during a minimum it flourishes and under solar maximum if falls to social and political pressures from abundant neighbors due to milder and more beneficial climate going farther into the frontier.

The roman empire was a maximum to minimum empire it collapsed under economic and food scarcity and decadence during pax romana being unprepared to deal with the situation. The vandals and goths adopted and became rome, they did not invade it per-say, there were skirmishes but they eventually walked right in.
