Issuing an ultimatum (withdraw from Indo-China) with the threat of violence and then issuing an oil embargo is literally an act of war. It was 100% certain we would go to war against the axis powers and Japan decided to strike first. Nothing about it is an "atrocity", it's just war.

While not militarily participating, we did aide the allies materially. They knew we would have to enter the war eventually, and wanted to take us out before we did. Also, we were not a superpower at the time.

Pretty sure that is a "sudden sneak attack" by your book. The thing is, sneak attacks are justified. If they said they were going to do that, they would have been ready just gunned down the planes. Isoroku rightly noted that the timing of the attack had to coincide with the delivery of the declaration of war from Japan. This way, they would at least be able to have a shred of legitimacy in their operations.
However, the delay in delivery resulted in the attack being seen as an act of war itself. It carried a higher political price due to the public perception of Japan. In attacking with no declaration, it served to cast the Japanese in a negative light rather than the grey position they truly occupied.
What has always fascinated me about the pacific war was the sheer brilliance in Yamamotos plan, but also the critical flaws from the very outset which cost Japan the war.
1. Had they done a third bombing run, they would have been able to disable and or sink the aircraft carriers due to them coming into Pearl Harbor. In doing so, the pacific forces would have been crippled.
2. Attacking in a third wave would have rendered Hawaii useless as a front line position in the war, this would have pushed American territory effectively back to San Diego california.
3. This would have also crippled long range communication and cryptography in the region as some heavy SIGINT positions were able to intercept LW and SW radio transmissions from Japanese forces during regular naval operations in the following war.
4. It would have doubled, if not tripled, the distance that American forces would have to go in order to achieve a beachhead into Japanese territory.

Pearl was a legit target. The problem is that one idiots mistake in translating and decrypting the message meant that Japans attack was seen as dastardly and uncivilized. It galvanized the nation and roused a sense that if Japan wasn't going to be civilized, then we Americans would tear Japan asunder.

Since the submarine was running silent and trying to sneak in, it had equal standing as a military asset seeking entry into an unauthorized military zone. As such, it yielded innocence and protection. Especially when it failed to signal its identification.

We were trading arms with the Allies through the Lend Lease program, tanks and oil and guns. But that was mostly the european front and had us butting heads with the Germans, we didn't give a flying fuck about the Japs invading China, hell we just gave up our piece of that pie after WWI.
