First, don't use "literally" when it's not "literally." Secondly, "retarded" is the wrong word to use for Akane, even as a meme. What you were looking for is "autistic." If you weren't trying to fo for meme, then the correct term is "insane" or "mindbroken."

With that out of the way, next. Akane's insanity was caused by Nokko-chan's amplification. She said as much in the final chapter. Akane was unstable ever since her test, yes, but for the most part she isn't murderous (or else she would have killed many people and got arrested by LoM. We saw her stood around just fine with other girls. Nokko-chan made her murderous twice: when she first met Pechika, and when Pfle asked for her phone.

It's dumb as fuck making statements contradictory to what the story had already explained.

I just re-read that final chapter and no, just as I suspected, Nokko does not admit to modifying Akane's emotional state. That is nowhere in the book. Melville is the one she admits to modifying. Melville is the one who Nokko saw had intense feelings of vengeance and then decided to "fan the flames" within her as she puts it.

Not necessarily. Remember, she's the survivor of one of many of Cranberry's tests. What this means is that, in a sense, Cranberry is culling the numbers of magical girls so the only magical girls that Akane will come across are very new. How likely are they to be able to get into a scrap with Akane and survive? They can't report anything if they're dead and while Daisy herself had been inactive for some time, she was still experienced and still struggled with Akane.

Apparently a bonus side story if you buy ACES. It details Kanoe hiring Patricia to escort Mamori attending school. We get to see a bit what the life at their all-girl school was like, and Patricia also turned into her human form. Everybody got excited at the 20-something y/o beauty named Hattori Shia and thought she's Mamori's new lover.

Akane fought with Daisy (Daisy matched Akane's long-range cutting attacks with her beam, an attack she was hesitant to use due to its destructive potential, as I recall from the book). I don't believe Nokko was there during that fight. I don't recall any messages that she was there. I believe she met Nokko later, after that fight. Had Nokko been there already, I believe there'd been a scene where Daisy shoos Nokko away.
Whether or not Nokko did anything to Akane that second time, I have no idea. It's plausible I guess but re-reading that final chapter, Nokko doesn't mention Akane. I imagine though, that while it's not explicitly stated, it's possible that she really did do something. I mean, why not?

Pechika had been turned from an outgoing girl into a coward at the beginning of the game, before she met anyone else. That proved that Nokko-chan had influenced other players' emotions at the very beginning.

Pechika did nothing to Akane, yet she ran 2km to her location and threaten her. Compared that to 3 different twon square meetings where Akane didn't do anything to other girls.

Finally, when Nokko listed her affected victims in chapter 11, it wasn't the completed list. Proof: she manipulated Pfle too, yet didn't mention her. Here is the paragraph Pfle said so:
