I dunno about that but definitely learn to use the pen tool. Make some basic shapes with it. Practice cutting out transparencies with it. The pen tool is super useful and you can do a lot of neat things with paths. It takes a little bit to get the feel for it, but once you do, it's the fastest way to draw a perfect curve or cut out a character with crazy hair from their background. You can get good with it and start making high quality vector graphics.
The clone tool is also super useful for a lot of redrawing issues, particularly screentones.
If something you did doesn't look quite right, you don't have to erase it and redraw it all the time. You might be able to just free transform it. Stretch this bit or skew that bit. Scale it a little.
Hold alt and click to choose colors. Change the opacity to blend things, don't actually choose a lighter color. Use the color black and a very low opacity to do shadows, again not just selecting a darker color.
Tons of good photoshop tutorials out there, but there's no substitute for just diving in head first and practicing, so head over to one of the boorus, grab some images, and erase the text on them and start redrawing the bits underneath. I went to the little girl cartoon thread and helped them with fanart they were translating when I was learning but it seems like they don't do that as much anymore.

i'll only use it if the scanlator unintentionally skipped some dialogues, contacting them just to translate a few sentences is a pain, especially when they only check their email once a week.
