Fuyuki is full of European immigration, with both Rin and Sakura being 1/4th Finnish. Shinji is part Russian.

There are points where Rin actively questions if Archer could have been around during King Arthur's England, so he apparently, even through anime eyes, doesn't instantly jump out as being Japanese.

Shirou has red hair. Could be a scot. His parents were never confirmed Japanese.

Sakura's purple hair actually has a story reason driving it. Blue hair is often used as stylized black hair.

FSN's hair color is pretty realistic (for the present day people) for the exception of Sakura. Weird that no one commented on her weird purple hair.

But hey it's not like weird hair colors are completely unheard of in type moon. We've got a precedent for blue with Ceil, and even if a precedent for purple with Sion. They're just extra special, I guess.

For most of her life she was that autistic girl that just sat in the corner. No one probably approached her on it and by the time she became functional it was normal to everyone.

As someone else said, blue= stylized black in anime. Sion....is not explained.

I'll give you the immigration theory, but you can't tell a servant's race based on their appearance. It would be a huge hint if people coukd guess your ethnicity, and your identity woukd be revealed easily. Servants (somehow) have a different appearance. Cu Chulainn and Medea didn't have blue hair, that's obvious. Gilgamesh probably had darker skin and dark hair. So saying "Archer doesn't look Japanese" isn't a relevant point

Still, we know Archer can look close enough to Shirou at the right angle. Man even still has the same eyebrows.

Most of Archer's primary differences are explained away with magic abuse, which doesn't discredit what you're saying, most servants are heavily stylized, but in Shirou's case specifically, it's a bit different.
