Basically you take one chopstick for each person, make one king stick and number the rest. Then they're drawn randomly. The one who draws the king gets to give an order, but they can only refer to other players by number (like 'number 4, hug number 3') so they don't know who they're ordering. It doesn't make a lot of sense with only 3 people.

Look, they've got this huge deal about your inner face and outer face, and how you're always supposed to hide your inner face and true feelings in the name of group harmony and going along with the crowd and so on. It's not that they don't WANT to voice what they really think, they're just taught from a young age that you absolutely shouldn't.

Well, not unless you have an excuse. What sort of excuse? On the one hand you've got the shonen heroes who are too stupid to read the atmosphere and just say what they really think. Which is fine, but not everyone can use that excuse. What's another. Why, being drunk! Everyone knows you lose your self-control when you're drunk, so it's totally not your fault if you speak your mind and offend someone. They write it off as the alcohol's fault, no one loses face, it's all good.

So the exaggerated effect of alcohol, or even the idea of having had alcohol, isn't due to them all being lightweights. It's because there's a cultural rule that getting drunk is an excuse to cut loose and speak your mind, so that's what everyone does.
