JI's are not so scary as they are unnerving/leaves a bad taste in your mouth. I think the ones that are the scariest are the /x/ and Sup Forums manga that represent a reality that we think isn't ours but it very well could be. Things that deal with flat earth theories, suicide, government putting things in the water to make people dumber, etc. I agree with about Attack On Titan for that reason. (Talking about the manga, not the anime.) The titans aren't scary, never have been scary to me. What is scary is how fucking stupid everyone is, how unwilling people are to change their views even when faced with objective fact, how brainwashed everyone is, and the social commentary the author makes that passes by a lot of normies' heads--I know this because of the amount of tumblrinas who love the series but fail to realize the author is not only mocking them for their rabid leftism but also is pretty anti-Jew and is trying to convey the message of swallowing as many redpills as possible regardless of your feelings.

Yes, that one. It made me kek and also have nightmares. There's a manga about the suicide forest in Japan that made me shed tears and shit myself a little. The imagery was very well done and horrific.

I think the way the mood can change rapidly is also somewhat creepy. What I mean is, the series goes from people killing others to silence their "wrong" opinion, to Levi making shit jokes, back to killing, then to Armin making stupid faces as per usual, and then to Pizzagate.
I think that OP's pic is pretty good. The concept of a schizophrenic mc being in a zombie apocalypse is really great and I wish the author kept utilizing the unreliable narrator aspect, but sadly it becomes just a side note as time goes on. The part near the beginning when he spends the night in the woods is extraordinarily creepy. As someone who has had an what was basically an episode of psychosis during a bad acid trip, it really taps into a fear I have.

Ito can really creep you out because he goes out on a limb to make things as uneasy and incomprenhensible as possible. I find the idea of being inexplicably drawn to a hole that will deform you at best and let you entombed inside a mountain at worst, and all you have to do is see it once, even through tv, scary as fuck.

I remember having read a manga that was 5 short stories, that were all really creepy. The ones that stuck to me the most were one where a blind girl received an eyes transplant from an anonymous person and started to see hallucinations about the things he used to watch including seeing herself naked in the shower and in her bed and a girl whose father was a control freak and did some nasty shit to her when he learnt she fucked a guy, that one was creepy because of the father's behavior and had a really disturbing image at the end.

I dunno, sometimes I think he makes the characters act purposefully retarded because otherwise they won't get to the crazy/funny end that he KNOWS is funny. His characters have far more self-agency than in other manga where people are either victims of circumstance or at a certain point no longer in control of their situation. I mean they go right along the path of determined self-destruction and I think the reader is meant to have a giggle at their expense.

Basically, the outside world is full of Jews while the people inside the walls are mostly white with some Jewish admixture. Except they're fake Jews and fake whites, called Marleyans and Eldians respectively. The Eldians live on fake Madagascar while the Jews live on Africa and their greediness has caused a near depletion of fossil fuel (they have planes, boats, and probably cars too). The fake-Jews aka the Marleyans hate the fake-whites aka the Eldians because the Eldians oppressed the Marleyans for 1,000 years and used them as fuck machines. Or so we've been told. We have about 4 unreliable narrators (Grisha Jaeger, Eren Kruger, Zeke Jaeger, and Eren Jaeger) and 1 reliable narrator who is MIA (Armin Arlert) so we don't actually know the truth. But what we do know is that both sides are in a constant state of revenge oppression and there's literally fuck all either side can do about it.
Except for the obvious attempts at reconciliation but we all know that won't happen because Eren is a retard who should've been eaten by Armin a long time ago. So instead he's going to release the 10 gorillion wall titans on the world, fail to control them, and kill both everyone in and outside the walls, and never get to ride Armin's dick like he desperately wants to.
(For more info on why the Sup Forums jokes are a thing, there are Eldians who live on continental not-Africa in the country of Marley in designated ghettos. Weirdly enough they look Jewish as fuck like the Marleys whereas the Eldians in the walls look white. The author even drew a bunch of Marley-Eldians with huge schnozzes. They also have to wear armbands that have 9 stars on them, and the Marleyan soldier uniform is reminiscent of nazi Germany uniforms.)
Yes he's definitely deliberate at times, I'm not saying that he'd always be unintentional, but just as often as there's clear humor there are as many moments when I feel that he couldn't have explicitly meant this to be a funny moment and yet it is.

Ultimately, the horror aspect is how it parallels to real life in many ways; people, even nations getting stuck in cycles of revenge, people demonizing one another and committing genocide (whether you think the holohoax is real or not, there have been actual real genocides before) against innocent people, religious extremism (Ymir was taken in by a crazy priest who may or may not have been part of the Wallists and was made to be their god, but then they all turned on her for whatever reason), there's parallels to anti-semitism and loxism (hatred of whites by jews), using and abusing children for your own fucked up and heavily misguided ideologies (Grisha abused his first son and coerced him into believing Grisha's retarded fanfiction), and how painfully common it is for people to just make shit up as they go along and then act like they know what they're talking about (fucking Grisha, literally more retarded than Eren and that's saying A LOT).
Personally, those things don't horrify me and SNK isn't scary to me, but I get why they'd think it scary. Humans are fucked up, corrupted individuals. We know nothing about the world we live in. Only those in power do, and the ones in power are not the ones we are told are in power either. That's pretty fucking scary. We don't even know if we exist. These kind of existential themes are played with in the manga whenever Armin's narrating or monologging, and when you just look at the series in general and realize that the information you are given through the story may not even be correct, and the only things that are correct are the shit that coconut head has journaled--of which we don't know yet.

The idea of pyschological thrillers that build suspense or uses the idea of your own mind warping reality is the best horror genre. For anyone who has ever had a season of reoccurring nightmares, had bad drug trips, or went through a reality changing horrific life experience, it hits home.
I think the idea of fear itself and the unknown darkness that lies within yourself is scarier than any ghost or zombie.

Yeah Sekai Oni. First couple chapters were creepy and fucked up. Then it got sad. Then plot twists. Then glimpse of hope. Then sad. Then stupid. Then stupid ending.
