Whether it is a program attached to a community college or a traditional police academy, there isn't a program that offers POST certification that doesn't cover felony arrests that I'm aware of. If there is, the program needs to be audited by POST council, and if they're failing to teach something that basic, then the program accreditation needs to be revoked. I'd expect virtually any officer from POST certification program, even someone just working at a campus police department for a college to know how to perform a felony arrest.
