My kid was like "it's okay don't do anything about it" because he was terrified of backlash. The school refused to do anything about it because "he's from a bad home and already been in trouble with the law"

In reference to your earlier post, schools can clame to be anti-bullying all they want, but rarely do they take action. My daughter is 10 and was being bullied by a girl a few years older than her, and when my daughter told the school admin, they didnt do anything but tell her not to tattle. Once i called and talked to the principal abd the school resource officer is when they finally intervened.
