That's mostly because she was fighting other teenagers 3/4 of the time, I imagine if they were monsters like in EVA, she'd have no problem, but as it is, the only one she could have killed with a totally clear conscience is Nui, and the writers didn't even give her that after all she'd been through.

Seriously, such a letdown that Nui didn't get spectacularly demolished.
