You should only have an optic, a light, a sling, and backup irons if you don't already have em.

It depends how you intend to use it

A matched barrel and bolt, adjustable gas block and heavy buffer, decent glass and rings, a 3 MOA Burris fastfire3 , ultra light fixed stock or nice adjustable stock, or an mbt or giessele trigger, or any combo of the above. Get things that improve functional aspects of the rifle, not gay shit

Cutting weight is always a plus, a lighter hand guard, free float rails for uncompressed pressision. I would love a quality sling, buy him a pass for training.
^ but even the optic is kind of a bell and whistle real marksmen just use iron, less weight, less drag, less snag, more money in your wallet for training.

It just seems logical there's slop in any of those. Maybe accepting reduced accuracy, say 3 MOA or so and making it a twist and cam system?

depending on the length of the build, I absolutely love my mag grip. its where i hold mine naturally.
allows for a quicker draw, and keeps a minimum profile. you lose a little bit on the stability. my grouping stays tighter when im not using it, but theres not a huge difference.

New handguard - Magpul for cheap, BCM for free float (more $$, higher accuracy)

Sling - V-Tac sling
New grip - BCM, Magpul, Umbrella make grips with a less steep angle for better ergos
New stock - magpul STR
Foregrip - requires new handguard. Magpul AFG or a vertical foregrip
New trigger - Geissele makes good shit
New Optic - Primary Arms 1-6x ACSS for versatility or Aimpoint PRO for 0-100m specialization

Ammunition.

Looking closer that may be an Aimpoint PRO on it already...if so, good choice.

Magpul. The only gear worth putting on a gun that will be used to cleanse the muzzies.

Get a steel tri rail with a scope, a red dot and a light on each rail. Of course, a bipod. Get a 100 drum mag. Oh, and a bump stock. It’ll be slightly front heavy but you’ll be ready for any operation.

The only thing worth replacing will be the stock a2 pistol grip. Maybe an optic if you have enough land to use it. Everything else is basically larping.

I'd recommend a decent optic. (what do you intend to spend?)
personally prefer 1 to X over red-dots, and red-dots create problems for people with astigmatism, so you'd first have to check if he actually sees a decent dot youtube.com/watch?v=WPZ76OzzJ74 if you go that route, a 1 to X scope doesn't have the problem.

A decent trigger is also a great upgrade.

the tax stamp for a can would probably take too long..., and it adds the problem of increased duration of back pressure, so you should add an adjustable gas block for a can.
