Even with "NN" ISPs do not have improve infrastructure nor facilitate with companies like Google that want more bandwidth. Google just doesn't want to pay the price to buy out the lines and towers that Verizon/Comcast/AT&T built and own. They also refused to lay Google Fiber without state subsidies.
