They have paper ballots. It sounds like they do it the way Illinois does now: you fill out a paper ballot, the machine reads it and drops it in a box. They keep the paper ones in case a machine would die and lose the data, or if they're needed for a recount.
The interesting thing is that it was Moore's side that argued against keeping the electronic records. As if they wanted to force a recount of the paper ballots, not just a retabulation of the digital ones. Makes sense if you think they dumped in a bunch of digital votes at the last minute without the matching paper ones, for instance.
