Money, anime is a saleable product. Sex scenes will bump it to late night slot or make it hentai (if explicit). Since most anime is targeted to a specific late night audience who react to 'their favourite character' having random sexual relations, they shy away from depicting it (and adapting products that won't include it). The obvious reason of the lack of sex for shounen (and other children's demographics) is the time period it airs in (morning/evening). Even comedies in the US (of the same timeslot) that have 'sex scenes' use fade to black or a clear 'post sex' kind of innuendo.
It's not like there's no sex in anime, it's just far between. I do hate how romance series rarely touch on it, or reach that stage of a relationship. It's just a sales thing, how many people are going to buy Kuzu no Honkai compared to a safer and tamer romance? I don't think there's a specific law forebidding teen sex, it just doesn't seem to sell well as an anime, even though there's hundreds of VNs and manga with teen/highschool sex.
Still the inclusion of a sex scene needs to make sense, easier to imply (what most series do) than to show. Develop the characters outside of the sex scenes and only include it if there's a specific reason to do so (like in Kuzu no Honkai, it's important to the plot and characters). Other wise treat it like any other mundane scene, do we need to know every time a character has a shit, shower, eats etc?

Much like there's no reason for an anime to depict someone taking a shit unless they have a serious case of diarrhea (so serious, that it affects the plot), there's no reason for an anime to depict a couple screwing unless one of them has rape trauma or something.
The only reason why sex scenes (and gross, extended kissing scenes) are considered to be "expected" and "necessary" in western media is that normalfags find it titillating.
