I work for a major ISP and the only thing that gets us to block a site is:

A) Major government interference which will be tantamount to hard censorship if lefties get their way.

B) DDOS sourced from or directed to the site.

Think about what a headache blocking traffic is for ISPs. Not only do you have to implement complicated solutions at the edge, where you're already spending a shit ton of money to process regular traffic vanilla style but now you have to answer millions of troubleshooting calls because your Internet is not working the same as competitor B's internet. ISPs. Do. Not. Want. To. Restrict. Access.

It's a colossal headache for us, have faith in that if nothing else. (TONS of us are anti-NN libertarians)
