I really don't know if you're serious or not. Only way someone would have such awful opinion is if you think that good animation is defined by having of a bunch of unnecessary and fast movements like in Disney movie.
EoE was well animated when it needed to be and the visual direction alongside the artwork were amazing. You don't need to have characters moving around at all times to be considered well animated and I don' know why some people believe this meme.
